Cities battled over location of county seat / Goerke-Shrode, Sabine [24] [WAYITWAS-2000-24]
Solano County has "mobility" written all over its early history. Not only did the county host the state capitol several times - for one week in January 1852 and again for a few weeks in January 1853 in Vallejo. And after that, the Legislature moved to Benicia in February 1853, where it stayed until February 1854.

Benicia boasts long, colorful history / Goerke-Shrode, Sabine [22] [WAYITWAS-2000-22]
The oldest town in Solano County is Benicia, which can boast of many firsts: first town founded in the county, first seat of the state Capitol, first U.S. arsenal west of the Mississippi, first Protestant church organized in California, first windmill developed - and on and on.

Port made Suisun City the county's hub / Delaplane, Kristin [312] [ECHOS-1996-312]
In 1858, with the location of the county seat in Fairfield, building and business in that part of the county took off at break-neck speed. The county valuation for that year was upwards to $4 million dollars at a time when taxes were $1.35 on $100. By mid-October a brick building, built by Capt. By 1857, the interest of Benicia and Vallejo residents in the development of upper Solano County increased quickly. Population numbers in those areas rose rapidly, inspiring the debate about relocating the county seat.
